  • MISSION STATEMENT

    Athletic Compliance provides a comprehensive compliance and monitoring program that promotes knowledge of and adherence to NCAA, Big 12 Conference and institutional rules and regulations among members of the athletics department, Texas Tech personnel and members of the athletics community, thereby reducing infractions.

    VISION STATEMENT

    Athletic Compliance aspires to achieve a national recognition of excellence in compliance with NCAA, Big 12 Conference, and institutional rules and regulations.

    Athletic Compliance will

    • Create an environment of excellence in adherence to NCAA, Big 12 Conference and institutional rules, regulations, policies and procedures by members of the athletics department, Texas Tech personnel and members of the athletics community; and
    • Promote the positive image and integrity of Texas Tech University.

    Goal 1: Institutional Control: Build and maintain a compliance program that establishes the highest standard of ethical conduct.

    Critical Success Factors (measures of the degree of success over the next 5 years):

    • Continue to convey institutional commitment and emphasize importance from upper management regarding compliance.
    • Increase awareness of NCAA, Big 12 Conference and institutional rules and regulations by all university personnel.
    • Maintain comprehensive compliance systems to effectively monitor NCAA, Big 12 Conference and institutional rules and regulations.
    • Avoid major NCAA violations.
    • 100% of staff signs NCAA Certification of Compliance annually.
    • All coaches pass NCAA Coaches Certification Test by 80%.
    Objectives:

    Objective 1.1: Increase accessibility to and communication with the Chancellor, President, Athletic Director and Faculty Athletics Representative.

    Strategy:

    • Develop a system of standing meetings to increase communication.
    Assessments:
    • Monthly meetings with President.
    • Weekly meetings with Athletic Director.
    • Bi-monthly meetings with Faculty Athletics Representative.
    • As needed emails to President's Office.
    Objective 1.2: Provide the opportunity for the compliance staff to attend institutional governing-body meetings (e.g., staff senate, student-governing body meeting).

    Strategies:

    • Coordinate a calendar of meetings.
    • Meet at least once a year with staff senate.
    • Meet at least once a year with student-governing body.
    Assessment:
    • Number of meetings attended.
    Objective 1.3: Consistently monitor and evaluate compliance systems.

    Strategies:

    • Conduct a thorough compliance review from an outside entity.
    • Conduct an annual Compliance Retreat to review systems.
    • Conduct NCAA or Big 12 Conference compliance reviews once every two years.
    Assessments:
    • Results of reviews.
    • Annual internal unit audit.
    Objective 1.4: Provide opportunity to have information athletic department and university to maintain competency in the knowledge of the rules.

    Strategies:

    • Review institutional control annually.
    • Discuss institutional control at beginning of the year all staff meeting.
    • Discuss institutional control at end of the year coaches meetings.
    • Disseminate Guide to Rules Compliance to Texas Tech University departments.
    Assessments:
    • Number of people provided compliance information.
    • Number of Booster Guides to department heads.
    Goal 2: Image: Establish a positive image for the Athletics Compliance program at Texas Tech University.

    Critical Success Factors (measures of the degree of success over the next 5 years):

    • Quality relationships and good standing with the Big 12 and NCAA.
    • Promote Texas Tech Compliance in local, regional, and national communities.
    • Quality relationships with current coaches and staff.
    • Quality relationships with new coaches and staff.
    • Adequate staffing to reflect importance of compliance.
    • Avoid major NCAA violations.
    • Recruit and hire coaches with good track-records regarding compliance.
    • Centrally located Compliance Office in a high-traffic area.
    Objectives:

    Objective 2.1: Maintain a quality compliance program.

    Strategies:

    • Enforce institutional policies.
    • Encourage reporting of all secondary NCAA violations.
    • No duplication of minor violations. Assessments:
    • Number of secondary violations reported.
    • Track secondary violations.
    • No violations of institutional policies.
    Objective 2.2: Be involved in representing the institution at the local, conference, and national level. Strategies:
    • Locally publicize accomplishments of compliance program.
    • Present at Big 12 Conference workshop.
    • Present at national level.
    Assessments:
    • Number of positive press releases regarding compliance.
    • Number of presentations at Big 12 Conference level.
    • Number of presentations at NCAA Regional Seminars.
    • Number of presentations at other professional national conventions.
    Objective 2.3: Encourage building relationships with coaches and staff.

    Strategies:

    • Support all coaches and their sports.
    • Develop a system of incentives to demonstrate appreciation for being compliant.
    • Meet with a unit in the athletic department once every two months.
    Assessments:
    • Number of practices attended by compliance staff.
    • Number of competitions attended by compliance staff.
    • Number of certificates distributed to coaches.
    • Number of meetings with units.
    Objective 2.4: Encourage evaluation of the effectiveness of compliance systems by coaches and staff.

    Strategy:

    • Develop a feedback form for coaches to complete annually.
    Assessments:
    • Results of coaches' feedback form.
    Goal 3: Educate. Maintain a comprehensive compliance education program.

    Critical Success Factors (measures of the degree of success over the next 5 years):

    • Open-door policy.
    • Monthly and summer meetings with coaching staffs.
    • Biannual educational meetings with student-athletes.
    • Develop an evaluation system of coaches' performance regarding compliance.
    • Heightened awareness of Texas Tech Compliance.
    • Increase communication and retention of information.
    Objectives:

    Objective 3.1: Encourage coaches to make compliance a priority.

    Strategies:

    • Encourage coaches to be proactive in regards to potential compliance issues.
    • Coaches support compliance through attendance at mandatory compliance meetings.
    Assessments:
    • Number of minor violations reported by coaches.
    • Number of meetings attended by individual coaches.
    • Yearly report of their staff attendance to all head coaches.
    Objective 3.2: Enhance booster education.

    Strategies:

    • Utilize prominent coaches to relay the compliance program
    • Utilize Raider Vision as compliance education tool.
    • Build relationships with the Media.
    Assessments:
    • Number of compliance videos updated and displayed.
    • Number of positive compliance features in the local newscasts.
    • Number of positive stories in local newspapers.
    Objective 3.3: Develop more creative ideas to develop education through technology.

    Strategies:

    • Develop electronic mail system to disseminate compliance information.
    • Work with local media to create a question and answer series.
    • Annually update compliance information on the website.
    • Encourage use of compliance website.
    Assessments:
    • Number of announcements.
    • Number of requests for issues.
    • Number of website changes.
    • Number of hits on compliance website.
    Objective 3.4: Support professional development. Strategies:
    • Provide opportunities to attend NCAA Seminars.
    • Provide opportunities to attend Big 12 Workshops.

    • Number of staff attending NCAA Regional Seminar.
    • Number of staff attending Big 12 Summer Rules Workshop.
    Objective 3.5: Initiate a plan for cross-training the compliance staff. Strategies:
    • Develop a plan.
